REQUIREMENTS
ORIGINAL AND 4 COPIES EACH:
- Report of Marriage Form
- Certificado Literal de Matrimonio issued by Registro Civil
- Certificado Plurilingue de Matrimonio issued by Registro Civil
- Passport of Spouse and Groom and Photocopy of Data Page
- If Dual Citizen, dual citizenship documents: Oath of Allegiance, Order of Approval, or Identification Certificate
Previously married to another person and later applied for annulment:
- Court decision declaring the marriage annulled, with Apostilled Certificate of Finality
- Apostilled Marriage Contract with annotation of annulment issued by PSA
For widowed applicants who have remarried:
- Apostilled Death Certificate issued by PSA if death in the Philippines
- Apostilled Death Certificate issued by Foreign country
For applicants whose foreign spouse is divorced:
- Final Decree of Divorce translated in English
Marriage took place more than one (1) year ago:
- Affidavit of Delayed Registration of Marriage
- Negative Certification of Marriage (CRS Form No. 3)
Note: All the documents must be signed by both applicants at the Consulate, in front of a Consular Official.
Advice: If the applicant will have to apply for the Certificate of No Marriage Record issued by the PSA, they will have to follow the naming convention of the Philippines, meaning GIVEN NAME + LAST NAME OF THE MOTHER + LAST NAME OF THE FATHER on each field for the Wife and Groom

- Present your documentation at Window 1 or 2
- Pay at the Cashier (Window 3), payment by Cash, Debit/Credit cards and Bizum are accepted

Married Couple:
- Marriage Certificate issued by PSA if married in the Philippines
- Marriage Certificate issued by Foreign country apostilled
Unmarried Couple:
- Affidavit of Acknowledgement of Paternity (AAP) to be signed by the Father
- Affidavit to use the Surname of the Father (AUSF) to be signed by the Mother
- Certificate of Registration issued at the Consulate
Birth took place more than 1 (one) year ago:
- Affidavit of Delayed Registration of Birth
- Original Certificate of No Birth Record issued by PSA (Parents can apply via website on psaserbilis.com.ph and the original will be sent to them)

WHAT IS THE PURPOSE OF THIS CARD?
This card is issued by the Philippine Consulate General in Barcelona to gather demographic information of the Filipino Community within the Consulate´s jurisdiction, aiding in the development of tailored, data-driven policies. Registration ensures direct access to vital advisories and community activities.
Importantly, it serves an additional purpose as an identification card, recognized by Spanish authorities, affirming its legitimacy and the bearer's identity. This dual functionality underscores its value both for policy formulation and as a practical tool for community members.
To ensure up-to-date information, the card will have a two-year validity.
WHO MAY APPLY FOR OR RENEW THIS CARD?
- All Filipino citizens, especially those who recently arrived in Spain, regardless of immigration status
- Those who already have a paper-based yellow card registration but with changes in the personal data (eg. change of name/civil status, address, contact details)
- Those who already have a paper-based yellow card registration but who would like to have their cards replaced by the new card.
- Those whose paper-based yellow cards are about to expire or are expired.
- All Filipino citizens, of any age, who are residents of Catalonia, Aragon, Valencia, Balearic Islands and Andorra.
WHAT ARE THE REQUIREMENTS FOR CARD APPLICATION/RENEWAL?
- Copy of the information page of valid Philippine passport/Philippine identity document
- Copy of latest empadronamiento or any proof of residency
HOW TO APPLY?
Register via this link: tinyurl.com/BCNFCRC and personally appear at the Consulate or at Consular Outreach Mission sites, for data verification (to present your valid Philippine Passport and Empadronamiento/proof of residency) , biometric capture and issuance of the FCRC.
Note: There is no fee for this service. However, personal appearance of the applicant and presentation of the requirements are mandatory.
