PCG Barcelona re-opened in March 2020 in response to the clamor by the growing Filipino community to have a career Consulate that can respond to their needs and interests. With the arrival of the Consul General in end-March 2021, the Consulate has since been bannered as "the home away from home" for the Filipino diaspora with the priority of making consular services more accessible to a wider public.

Given the large number of the Filipino diaspora in Barcelona, the Philippines decided to open a career Consulate General in Barcelona in 2008. It operated until 2012 when the Philippine government decided to close the Consulate due to budgetary constraints.

From 2012 until its reopening in March 2020, an honorary consulate handled the consular concerns of Filipinos under the jurisdiction of the former career Consulate.

PCG Barcelona has consular jurisdiction over the autonomous regions of Cataluña, the Balearic Islands, Valencia, and Aragon, and the Principality of Andorra. It serves more than 35,000 Filipinos.

Its mission and vision are in line with the objectives of the three pillars of Philippine foreign policy: (a) preservation and enhancement of national security; (b) promotion and attainment of economic security; and (c) protection of the rights and promotion of the welfare and interests of Filipinos overseas.
